The Atlantic hurricane season looks quieter than usual. That does not necessarily make coastal communities safe.

In its updated August outlook, the National Oceanic and Atmospheric Administration projected a 75% chance of a below-normal 2026 Atlantic season, up from 55% in May. NOAA now expects seven to 13 named storms, two to six hurricanes and no more than two major hurricanes. El Niño, which can disrupt Atlantic storms by increasing vertical wind shear, is the principal reason for the reduced forecast. Colorado State University has reached a similar conclusion, forecasting nine named storms, four hurricanes and one major hurricane.

Those numbers are encouraging. They are also easy to misunderstand.

Seasonal outlooks estimate activity across an entire ocean basin. They do not predict whether a hurricane will strike Houston, New Orleans, Tampa or another vulnerable community. As NOAA emphasized in its preseason outlook, a seasonal projection is not a landfall forecast.

A quiet season can therefore be disastrous for the people unlucky enough to experience its one consequential storm.

NOAA’s National Weather Service Director Ken Graham explained in the agency’s annual forecast. “Although El Niño’s impact in the Atlantic Basin can often suppress hurricane development, there is still uncertainty in how each season will unfold.” He went on to add, “That is why it’s essential to review your hurricane preparedness plan now.”

Hurricane Andrew provides the classic warning. The 1992 Atlantic season produced only seven named storms, but Andrew struck South Florida as a Category 5 hurricane and became one of the country’s defining natural disasters.

The lesson is not that seasonal forecasts are unreliable. They provide valuable information for insurers, emergency planners, energy companies and governments allocating resources across large regions.

The problem begins when a basin-wide probability is interpreted as a household-level risk assessment.

A resident does not experience accumulated cyclone energy, the metric used to measure the combined strength and duration of tropical storms. A resident experiences a flooded home, an extended power outage, an evacuation order, or a closed pharmacy. That distinction should shape how officials communicate the 2026 outlook. “Below normal” describes expected Atlantic activity. It does not mean below-normal vulnerability for a particular city, neighborhood or family.

The first two named storms of 2026, Arthur and Bertha, demonstrated why systems forming close to land deserve heightened attention. Sometimes informally called "homegrown" systems, these storms can organize near the Gulf Coast, the Bahamas, or the southeastern United States, significantly compressing the time between formation and landfall.

The challenge of proximity becomes more serious when a storm rapidly intensifies. The National Hurricane Center defines rapid intensification as an increase in maximum sustained winds of at least 35 mph within 24 hours. Climate Central research indicates that nearly one-quarter of Atlantic tropical cyclones that rapidly intensified between 1980 and 2025 did so at an extreme rate.

While warmer water does not guarantee strengthening, it provides additional energy to storms in favorable environments. This can turn an ordinary preparedness gap into a dangerous one, as families and local governments have less time to secure medications, position emergency equipment, and execute evacuation orders.

Ultimately, a storm that changes significantly in a single day tests the entire response system. When warnings are compressed by proximity and speed, the window for critical decision-making narrows, making every hour of lead time essential for community safety.

Preparedness Is More Than A Hurricane Kit

Ready.gov tells households to know their evacuation routes, register for local alerts, assemble supplies and review insurance coverage. All are sensible recommendations, but they assume residents have the resources to act.

Not everyone owns a car. Not everyone can afford several nights in a hotel or purchase supplies before every potential storm. Some households depend on electrically powered medical equipment. Others need accessible transportation, interpretation services or assistance evacuating pets and family members.

A hurricane plan can fail even when the weather forecast succeeds.

Emergency readiness therefore depends on systems that extend well beyond meteorology: reliable communications, functioning transportation, accessible shelters, power restoration plans, health care continuity and agreements with private companies that operate critical infrastructure. NOAA has introduced new communication tools for 2026, including a forecast-cone graphic that incorporates inland tropical storm and hurricane watches and warnings. The agency is also testing a cone designed better to represent uncertainty in a storm’s direction and speed.

That matters because the greatest damage is not confined to the coastline or the center of the forecast cone.

The Category Does Not Describe Every Threat

Public attention tends to center on a hurricane’s category, which measures sustained wind speed. It does not measure rainfall, storm surge, tornado potential or the vulnerability of the places in a storm’s path.

The National Hurricane Center warns that storm surge can travel several miles inland, destroying buildings and damaging roads and bridges. Tropical cyclones can also produce more than six inches of rain, with inland flooding continuing for days after the storm has weakened.

This creates a communications problem. A tropical storm or lower-category hurricane may sound manageable, even when it carries a serious flood threat. Residents far from the coast may also assume hurricane warnings are meant for someone else.

Recent storms have shown how rainfall can overwhelm mountain communities, isolate rural areas and damage water and communications systems hundreds of miles from landfall. The 2026 outlook’s lower storm count does not change those vulnerabilities.

Measuring Readiness Differently

Governments cannot control where a hurricane travels, but they can determine whether residents receive warnings, whether evacuation assistance reaches people without cars and whether essential services recover quickly.

Instead of treating preparedness as a seasonal message, communities could publish operational measures: how many residents need assisted transportation, how long shelters can operate without grid power, which cell sites have backup energy and how quickly pharmacies and dialysis facilities can reopen.

They could also identify neighborhoods where flood insurance coverage is low, housing is fragile, or residents have repeatedly experienced long power outages. These factors may explain disaster outcomes more effectively than the predicted number of Atlantic storms.

The revised forecast gives coastal communities reason to hope for a less destructive year. It does not give them reason to relax.

As NOAA National Weather Service Director Ken Graham put it, “It only takes one storm to make for a very bad season.”

The most useful hurricane forecast tells us what the atmosphere might do. The most important preparedness question is what communities can do when that forecast becomes a warning.
