Oscar Health Expands Obamacare Footprint As Major Rivals Exit
Oscar Health is aggressively broadening its individual health insurance footprint, targeting one entirely new state and 140 fresh counties for the upcoming year, even as major competitors scale back their operations.
Strategic Growth Amid Competitor Retreats
As a leading provider of individual health coverage under the Affordable Care Act—frequently referred to as Obamacare—Oscar confirmed its upcoming launch in South Carolina for 2027. This strategic addition expands the enterprise's operational reach to a total of 21 states.
This growth trajectory coincides with significant retreats by larger corporate rivals. Earlier this year, Cigna revealed plans to wind down its individual health insurance division, displacing roughly 369,000 members across 11 states who must secure alternative coverage for 2027. Similarly, CVS Health announced its exit from the sector a year prior, forcing approximately one million Aetna members across 17 states to seek new plans.
These high-profile exits have created a strategic vacancy that Oscar is uniquely positioned to fill. The upcoming open enrollment window for Obamacare kicks off on November 1 and extends through December 15, securing coverage effective January 1, 2027.
“The individual market is built for everyone from entrepreneurs launching businesses to people working part-time to employees and gig workers of companies large and small,” remarked Oscar Health Chief Executive Officer Mark Bertolini during Tuesday's expansion announcement.
Financial Turnaround and Product Innovation
Over the past year, Oscar has successfully reined in expenditures and bolstered its financial performance, posting upwards of $1 billion in net income during the first half of the year alone.
Alongside geographic expansion, the company is introducing innovative product lines, including a specialized offering titled “RetireEase,” engineered to streamline the shift from early retirement into Medicare. Furthermore, Oscar is scaling up its collaboration with Midwestern grocery and retail giant Hy-Vee, extending the partnership beyond Des Moines into broader regions of Iowa, Nebraska, Missouri, and Kansas.
Expanding the ICHRA Landscape
The “Hy-Vee Health with Oscar” initiative forms part of a broader expansion in individual coverage health reimbursement arrangements, commonly known as ICHRAs. Under these frameworks, employers allocate a fixed monthly stipend for workers to independently secure health insurance through carriers, brokers, or public marketplaces. Oscar confirmed that this collaborative product is equally accessible to individual consumers navigating the government exchange within those specific states.
Established in 2012, Oscar initially battled to secure steady quarterly profitability. However, Mark Bertolini—the former Aetna chief executive who assumed leadership at Oscar in March 2023—alongside his executive team, has fulfilled their strategic commitments while maintaining strong confidence in the viability of the individual health insurance sector.
“We listen to what they want, what makes their day-to-day easier, and deliver healthcare with intuitive technology that fits their lifestyle,” Bertolini stated. “Every Oscar product helps people take control of their health at every stage of life. It’s healthcare made-for-me.”
